Summary
The District Forester is responsible for program delivery, budget management, personnel management, and emergency response planning and management within an assigned district. This position is governed by state and federal laws and agency/institution policy.
Typical Functions
Directs the activities of a large professional and technical staff through lower-level supervisors by approving hiring recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing a variety of actions recommended by subordinates. Identifies goals and objectives for programs consistent with state and federal agencies priorities taking into account existing laws, regulations and policies. Delegates the assignment of work responsibilities to staff. Develop major plans, goals, and objectives for forestry programs, performs cost analyses; projects equipment and personnel needs, sets priorities, and allocates equipment and personnel resources as appropriate. Projects district''s personnel, maintenance, and operation needs based on previous experience and the additional resources required for any new construction, equipment, or programs, and submits budget to State Forester for approval. Oversees forest management activities by monitoring services provided to landowners with regard to qualifying for federal programs, enhancing timber production, controlling disease and insects, and employing soil conservation practices to ensure landowners'' objectives are met and services are in compliance with agency policy. Maintains regular contact with federal, state, county and local officials, non-government organizations, volunteer fire departments, news media, and other members of the community. Establishes and maintains records and reports on district operations including time sheets, expenditures, vehicle usage and maintenance, and inventory records. Performs other duties as assigned.
Special Job Dimensions
The District Forester is required to meet emergency response standards and frequent exposure to hazardous conditions while fighting fires and marking timber. Frequent in-state travel is required. Seasonal on-call duty is required.
Knowledge, Abilities, and Skills
Knowledge of the principles and practices of forestry. Knowledge of state and federal laws, rules, and regulations governing state and national forest lands and resources. Knowledge of the principles of Incident Command System and fire suppression and control. Knowledge of the principles and practices of organizational personnel management. Ability to plan work unit objectives and operations and to assign and direct the work of subordinates. Ability to review events, circumstances, or facts of a case, ascertain applicable laws, and determine necessary actions. Ability to plan, coordinate, and direct incident command for wildfire and other disasters. Ability to prepare for and make formal presentations before public audiences. Ability to supervise a large professional and technical staff.
Minimum Education and/or Experience
The formal education equivalent of a bachelor''s degree in forestry from a university accredited by the Society of American Foresters; plus four years of experience in forest management or related field, including one year in a supervisory or leadership capacity. Must be registered as a qualified forester in accordance with Arkansas Code 17-31-301. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

The check will bounce and the victim is left responsible.
